The 2012 Rules alone carry amendments from six different years. A compliance team, auditor or adjudicating officer needs the current text of each instrument, the forms it prescribes, and a record of what changed and when. This book puts them in one place, with their forms and amendment notes.

The Present Publication is the 2026 Edition, covering the amended and updated text of the Energy Conservation Act [Act No. 52 of 2001] with Rules. The law stated in this book is updated till 15th August 2026.

The Act incorporates the amendments made by the Energy Conservation (Amendment) Act 2010 (effective 24^th August 2010), the Jammu and Kashmir Reorganisation Act 2019 (effective 31^st October 2019) and the Energy Conservation (Amendment) Act 2022 (effective 1^st January 2023). The Schedule to the Act includes the changes made by Notification S.O. 09(E) dated 3^rd January 2022. The noteworthy features of the book are as follows:

• [Section Notes on Key Provisions] Five provisions of the Act carry Section Notes. These are the definitions in section 2 (building, energy audit, Energy Management Centre and vessel), section 13A (use of a name resembling the Bureau’s), section 26 (penalties), section 48 (default by companies) and section 50 (protection of action taken in good faith). The notes run to 21 numbered paragraphs. Each one breaks the provision into its parts, such as conditions, amounts and exceptions, in short, layered bullet points
• [Amendment Trail in Footnotes] The Act carries 70 footnotes. Of these, 67 record the source and date of an insertion, substitution or omission. Across the book, 49 footnotes reproduce a provision as it read before it was substituted or omitted. These include the complete text of sections 32 to 43, which were omitted in 2010.
• [Commencement Notifications] Footnotes to sections 1 and 3 reproduce the three notifications that brought the Act into force in two phases (1^st March 2002 and 28^th June 2012) and set up the Bureau of Energy Efficiency (1^st March 2002)
• [Notification Details for Every Instrument] Each of the 14 Rules, Regulations and Scheme opens with its notification number and date. For the five BEE Regulations, the preamble also records the draft notification and the public consultation that came before them.

The structure of the book is as follows:
